NEW DELHI, India: The state visit of To Lam to India from May 5–7, 2026, at the invitation of Prime Minister Narendra Modi, marked a defining moment in bilateral ties, culminating in the elevation of relations to an Enhanced Comprehensive Strategic Partnership. Far from being a routine diplomatic upgrade, this shift reflects a calculated response to a rapidly evolving and fragmented global order, positioning New Delhi and Hanoi as proactive shapers of the Indo-Pacific’s strategic future.

The visit, marked by ceremonial honors at Rashtrapati Bhavan, tributes at Raj Ghat, and extensive bilateral engagements, set the tone for a partnership rooted in trust, shared vision, and expanding cooperation. High-level discussions between the two leaders spanned the full spectrum of bilateral relations, from political coordination and economic growth to security and global governance. Both sides underscored that strengthening ties would directly contribute to their long-term national goals, India’s Viksit Bharat 2047 and Vietnam’s Vision 2045.

At Hyderabad House, the clarity of strategic intent was unmistakable. Prime Minister Modi emphasized that the upgraded partnership reflects a shared commitment to peace, stability, and prosperity in the Indo-Pacific. President To Lam reinforced this message by describing India as a trusted and indispensable partner in Vietnam’s development and diversification strategy. These statements were not mere diplomatic niceties; they were deliberate signals of alignment in an increasingly competitive geopolitical landscape.

At its core, the partnership addresses structural vulnerabilities in the global economy particularly overdependence on concentrated supply chains. Agreements in rare earths and advanced technologies, including cooperation between Indian and Vietnamese institutions, represent a forward-looking effort to build resilient and diversified industrial ecosystems. In an era where control over critical minerals underpins technological and economic power, such collaboration carries profound strategic weight.

Equally significant is the digital dimension of the partnership. Agreements between the Reserve Bank of India and the State Bank of Vietnam, alongside plans for QR code-based payment connectivity, lay the foundation for a cross-border digital payments corridor. This initiative is more than a technical arrangement, it signals the emergence of interoperable digital public infrastructure that can streamline trade, empower businesses, and offer a scalable model for the Global South.

Economic ambition is another defining pillar. With a target of USD 25 billion in bilateral trade by 2030, both countries are seeking not just expansion but diversification. Market access decisions such as Indian grapes entering Vietnam and Vietnamese durian reaching Indian consumers demonstrate a willingness to move beyond traditional trade sensitivities. Broader cooperation across high-technology sectors, renewable energy, logistics, healthcare, and startups further reinforces the depth of economic engagement.

The partnership also extends robustly into defence and security. Building on an already strong foundation, both sides committed to enhancing cooperation in joint exercises, defence technology, maritime security, cybersecurity, and capacity building. The proposed establishment of a 2+2 strategic dialogue and continued implementation of defence agreements underscore a shared commitment to maintaining stability in the Indo-Pacific.

Maritime cooperation has emerged as a central pillar. Vietnam’s participation in the Indo-Pacific Oceans Initiative (IPOI) strengthens a rules-based regional framework at a time of rising tensions in contested waters such as the South China Sea. Both nations reiterated the importance of freedom of navigation, peaceful dispute resolution under international law, and adherence to UNCLOS principles that are critical to regional stability and global trade flows.

Beyond hard strategy, the partnership distinguishes itself through its strong emphasis on cultural and people-to-people ties. Initiatives such as the Cultural Exchange Programme (2026–2030), academic collaborations, preservation of shared heritage sites like My Son Sanctuary, and the expansion of tourism and educational exchanges reflect a deeper investment in long-term societal trust. These efforts, though less visible than economic or defence agreements, are essential in building durable and resilient partnerships.

Urban and institutional cooperation further broadens the scope of engagement. Agreements linking Mumbai and Ho Chi Minh City, alongside collaboration in governance, auditing, and regulatory practices, highlight a shared commitment to institutional learning and modernization in rapidly urbanizing economies.

On the global stage, India and Vietnam demonstrated increasing strategic convergence. Both reaffirmed their support for multilateralism, United Nations reform, and a stronger voice for the Global South. Vietnam reiterated its backing for India’s permanent membership in a reformed UN Security Council, while India welcomed Vietnam’s growing role in platforms such as BRICS. Their alignment reflects a broader effort to shape a more balanced and inclusive international order.

At the same time, both leaders took a firm stance on critical global issues, including the need for zero tolerance against terrorism and the importance of coordinated international efforts to combat transnational threats.

Yet, the real test of this expanded partnership lies in execution. The breadth of agreements spanning trade, technology, defence, health, and culture demands effective coordination, regulatory alignment, and sustained political will. Without timely implementation, the transformative potential of this partnership could be diluted.

The broader geopolitical message, however, is already clear. India–Vietnam ties are evolving into a model of middle-power cooperation in a multipolar world flexible, interest-driven, and resilient. By avoiding rigid alignments and focusing on shared priorities, both countries are expanding their strategic space while contributing to regional stability.

The outcome of this landmark visit sends a decisive signal: India and Vietnam are not merely adapting to global changes they are actively shaping them. Through a partnership anchored in economic resilience, technological innovation, strategic cooperation, and cultural depth, they are crafting a forward-looking framework for the Indo-Pacific and beyond.
