NEW DELHI/ NIAGARA: India and the European Union on Wednesday held the 9th High-Level Dialogue on Migration and Mobility (HLDMM), marking fresh progress toward a comprehensive framework that will govern the movement of professionals between the two sides.

Both partners expressed satisfaction with the ongoing implementation of the India-EU Common Agenda on Migration and Mobility (CAMM) and discussed new initiatives under the EU’s “New Strategic India-EU Agenda,” adopted by the EU Council in September 2025, the Ministry of External Affairs (MEA) said.

A key proposal under discussion was the establishment of a pilot European Legal Gateway Office in India, designed as a one-stop centre to provide transparent information and support for Indian professionals seeking opportunities in the EU, initially focusing on the ICT sector.

India and the EU reaffirmed that migration and mobility remain central pillars of their strategic partnership and agreed to continue steps that further unlock the potential of structured cooperation in this area.

The dialogue was co-chaired by Prashant Pise, Additional Secretary (Emigration, Policy and Welfare), MEA, and Johannes Luchner, Deputy Director-General at the European Commission’s Directorate-General for Migration and Home Affairs. Officials from several EU member states’ missions and key Indian ministries, including Home Affairs, Skill Development, Labour, Commerce, Health, and Education  also attended.

Both sides agreed to convene the next HLDMM in Belgium on mutually suitable dates.

The meeting followed External Affairs Minister S. Jaishankar’s discussions with EU High Representative Kaja Kallas on November 13 in Niagara, Canada, on the sidelines of the G7 Foreign Ministers’ Meeting, where the two leaders reviewed ongoing efforts to deepen the India-EU Strategic Partnership.
